Guide for Full Process Inspection, Testing and Certification of Soft Toys

The quality control of plush toys runs through every step from design to final product. This article will systematically summarize the key points of inspection, factory inspection, testing and certification for plush toys, helping inspectors, purchasers and manufacturers establish a complete quality assurance system. 
I. Production Process Flow (Key Focus of Factory Inspection)
During the factory inspection, it is necessary to verify whether the production process is standardized and whether the key processes are under control: 
Shape design → Pattern making → Layout → Cutting → Sewing → Assembly → Filling → Binding → Shaping → Forming → Needle inspection → Packaging 
For each process, there should be corresponding inspection records. During the factory inspection, these records need to be randomly checked for their authenticity and completeness. 
II. Inspection of the appearance of plush toys (basis for inspection)
During the inspection of the appearance of plush toys, the inspector should conduct a detailed examination of the following items: 
A) The main body of the plush toy
Gently pull apart the stitching area to check for any holes. 
Gently pull and rotate the plastic parts (such as the eyes and nose), and check if they are loose. 
Check whether the plastic parts are displaced or skewed. 
Press and check each part of the product to ensure that the filling material is evenly distributed. 
Overall, check if the product has deformed. 
Inspect all the sewing areas, checking whether the stitches are exposed and whether the thread ends are not cut. 
For long-haired plush toys, in addition to visual inspection, one should also touch and gently pull the plush to check if the hair is not easily pulled out. 
These items directly reflect the sewing, assembly and filling processes of the factory, and they are also the assessment points for process inspection during the factory inspection. 
B) Retail packaging (Certification mark inspection)
The packaging should be free from dirt, damage and moisture. 
All information such as the barcode, CE mark, instruction manual, importer's address, and place of origin must not be omitted (this is a mandatory requirement for certification). 
The packaging method should be the same as that of the confirmed sample. 
When the circumference of the bag opening of the packaging plastic bag is ≥ 380mm, holes must be drilled and warning messages must be printed. 
The color box should be securely bonded. 
The blister packaging should be free of any damage, wrinkles or indentations. 
C) Other safety and identification (key items for safety certification)
No sharp edges or protrusions are allowed. 
Toys for children under the age of three must not contain small parts (small parts test). 
The instructions must not be omitted or printed unclearly. 
The corresponding warning statements (such as "Not suitable for children under 3 years old") must not be omitted on the product. 
General decorative stickers must not be omitted from being attached. 
The product must not contain any insects or mold stains. 
The product must not have any unpleasant smell. 
No components should be omitted or incorrect. 
The components must not be deformed, dirty, damaged, scratched or bruised. 
The component fuel injection must be free from defects, no leakage, and no incorrect spraying. 
The color injection molding must not have bubbles, color spots or flow lines. 
The component blades and the water injection ports should be kept clean. 
The above appearance and marking inspection results should be recorded in the inspection report and used as evidence for product certification. 
III. On-site Testing of Fur-Retaining Toys (Performance Inspection and Certification)
The inspectors should conduct the on-site tests according to the following methods to verify whether the products meet the certification standards (such as EN71, ASTM F963, GB 6675): 
Full assembly test: Follow the instructions for assembly. It must be consistent with the descriptions in the manual and the color-coded packaging box. 
Full functional test: All functions (such as sound output, movement) must be consistent with the description. 
Product size inspection: Measure the key dimensions to ensure they comply with the specifications. 
Product weight check: Weighing is conducted to verify material consistency (filling volume, fabric weight, etc.). 
3M tape test: Evaluate the adhesion of printing, marking, and screen printing, and it should not come off. 
ISTA Drop Box Test: Conducted in the order of three sides and six surfaces, to check for any damage to the packaging and the product. 
Seam detection: Measure the distance from the stitching line to the edge of the fabric piece to ensure it is securely fastened. 
Inch per thread count inspection: The spacing between needles should be uniform and in accordance with the standard (typically no less than 7 needles per inch). 
Filler inspection: Remove the filler from the bag and check if it is clean, for the presence of eggs, insects and debris. 
Metal detection inspection: Each finished product is passed through the metal detector (either the gantry type or the flat plate type) to ensure there are no broken needles or other metallic foreign objects. 
Plastic accessory tensile test (in accordance with CE standards): Use a vise to hold the accessory, apply a force of 90N within 5 seconds, and maintain this force for 10 seconds. The accessory must not come loose. 
Fabric pull test (in accordance with CE standards): Use a force clamp to firmly hold the fabric label. Apply a force of 90N within 5 seconds and maintain this force for 10 seconds. The fabric label must not come off. 
Suture tension test (in accordance with CE standards): Clamp the fabric 15 cm away from the suture line on both sides. Apply a force of 70N in the horizontal direction within 5 seconds, and hold for 10 seconds. The suture must not break. 
Accessory Torque Test (CE Standard): Use a torque wrench to clamp the accessory. Within 5 seconds, increase the torque to 4 inch·pounds (approximately 0.45 N·m), and hold for 10 seconds. Rotate it clockwise and counterclockwise once each. The accessory must not come off. 
Detection of plastic bag thickness: When the opening circumference is ≥ 38 cm, select 5 points on the top, bottom, left and middle of the plastic bag and measure the thickness using a thickness gauge. The result should comply with the standard (usually ≥ 0.038 mm). 
Testing of ventilation holes in packaging plastic bags: When the opening circumference is ≥ 38 cm, calculate the surface area and count the number of ventilation holes. It should meet the standard requirements (for example, at least 1 hole per 100 cm²). 
The above testing items cover the certification requirements such as physical mechanical properties, combustion performance (if applicable), and packaging safety. The inspectors should strictly follow the procedures and record all the data. 
IV. Link between Factory Audit and Certification
Supplier Audit: The factory should verify the processes of cutting, sewing, stuffing, inspection of needles, and packaging in the plush toy production enterprise; the calibration records of detection equipment (tensile testers, torque testers, metal detectors, thickness gauges, etc.); the qualifications of inspectors; and the process for handling non-conforming products. 
Product Certification: For the export of plush toys, they must comply with the certification standards of the target market (such as EU CE/EN71, ASTM F963 in the US, CCC in China/GB 6675). During the inspection process, verify the consistency between the product labels, instructions, and warnings and the certifications. 
Continuous improvement: For the non-conformities identified during the inspection, a rectification report should be prepared. The inspection process should be used to close the loop, and a quality traceability file should be established.
