Guide to Inspection and Certification of Children's Toys (Safety + Packaging)
Children are the future of every country, and toys are important companions that accompany children's growth. Therefore, the inspection, factory inspection and certification work of toys are particularly important. The following systematically sorts out the inspection standards for toy products from two aspects: safety requirements and packaging inspection.
I. Safety Inspection of Toy Inspection (Key Points of Certification)
Countries around the world have very strict requirements for the safety of toys, and claims due to safety issues occur frequently. Inspectors need to focus on the following key points during safety inspections:
1. Needle and steel tool management
Hand needles must be placed on fixed soft packages and must not be directly inserted into toys. The needle must be removed when a person leaves.
A broken needle must find the other end. After reporting the two ends of the needle, a new one can be exchanged. Toys with no broken needle must be inspected by a metal detector (probe).
Each manual worker will only be issued one work needle. All steel tools should be placed uniformly and must not be placed randomly.
Use the bristle steel brush correctly. After brushing, feel the bristle area with your hand to confirm that there are no broken needles left.
2. Tensile testing of accessories (Key to safety certification)
Eyes, noses, buttons, ribbons, bow ties and other parts on toys that may be pulled off and swallowed by children must be firmly attached.
Eyes and nose: Must withstand a tensile force of 21 pounds (approximately 93.5N).
Ribbons, flowers and buttons: must withstand a tensile force of 4 pounds (approximately 17.8N).
The quality inspector on the job needs to frequently test the tensile strength of the accessories. If any problems are found, they should be promptly resolved with the engineer and the workshop. This item belongs to the mechanical and physical performance test in the inspection.
3. The packaging plastic bags are safe
All plastic bags used to package toys must be printed with warning words and have holes punched at the bottom to prevent children from choking their heads. This is a mandatory requirement in the certification.
4. Filamentous and mesh marking
It must be printed with warning words and age marks and meet the inspection standards.
5. Toxic chemicals
All fabrics and accessories of the toys must not contain toxic chemicals to prevent children from licking and getting into danger. It needs to pass third-party inspection and certification (such as REACH, CPSIA, etc.).
6. Foreign objects in the packaging box
No metal items such as scissors and drill bits should be left in the box. When inspecting the goods, each item should be checked one by one.
Ii. Packaging Inspection for Toy Inspection (Basis for Inspection and Factory Inspection)
The inspector should strictly follow the following inspection procedures in the packaging process:
Outer box marking: Check if it is correct, and whether there is any wrong printing, missing printing or incorrect use of the outer box. The printing is clear, free of oil stains or blurriness.
Tags: Whether they are complete or used incorrectly; Whether the way and position of the tag are correct.
Non-conforming products: Any serious or minor defects in the packing must be picked out to ensure there are no non-conforming products.
Packaging method: Understand the customer's requirements and check if they are correct.
Plastic bags: They must be printed with warning words and have holes punched at the bottom.
Instruction Manual/Warning: Confirm whether to place as per the customer's requirements.
Toy placement: Place toys correctly inside the box. Do not squeeze them too much or leave them too empty.
Quantity verification: The quantity inside the box should be consistent with the markings on the outer box and must not be omitted.
Tools left behind: Check if there are scissors, drills, etc. After confirmation, seal the bags and boxes.
Sealing regulations: Non-transparent adhesive tape must not cover the text on the box label.
Fill in the box number correctly. The total number must match the order quantity.
The above packaging inspection items are also important bases for verifying the factory's shipment process during factory audits.
Iii. Association between Factory Audit and Certification
Supplier factory inspection: It is necessary to verify the needle/accessory management process of the toy manufacturing enterprise, calibration records of tensile testing equipment, usage norms of metal detectors, and control of packaging lines, etc.
Product certification: Exported toys must comply with the certifications of the target market (such as EU CE/EN71, US ASTM F963, China CCC/GB 6675). When inspecting the goods, check the warning words, age marks, certification marks, etc.
Continuous improvement: Nonconformities identified during inspection (such as non-perforated plastic bags and insufficient tensile strength of accessories) should be documented in a rectification report, followed up in a closed loop through factory inspection, and a quality traceability file should be established.
