Legal Liability
For goods that have not undergone the mandatory inspection and certification by the Iranian COC, if they arrive at the Iranian port, they will face strict handling: 
Denied customs clearance for entry 
Request to be returned to the country of origin 
Or accept on-site sampling inspection.
All delays, losses and related costs arising therefrom shall be borne by the importer.

Label inspection requirements
Labels for goods such as food, beverages, medicines and washing equipment must contain: 
Product name and manufacturer's address as well as the place of origin 
Iranian registered trademark number 
Health Ministry Production and Sales License Number and Date 
Industrial product inspection and certification 
It must comply with the latest standards set by the Iranian National Standards Organization (INSO). 
Industrial chemical agents require special import licenses. 
All industrial products must undergo the inspection and certification procedures of INSO. 
Requirements for Inspection of Agricultural Products and Factories
The following products must provide official health certificates from the country of origin and obtain prior permission from the Iranian Ministry of Agriculture: 
Animals, bees and insects 
Poultry eggs, plants and their components 
Fresh fruits, vegetables and seeds 
Veterinary drug product inspection and certification
For veterinary drug products and feed, special certification documents must be submitted, stating that the product: 
Can be freely produced, used and sold in the country of origin 
Approved by the veterinary medicine department of the Ministry of Agriculture of the country of origin 
Passed the inspection and certification review by the Iranian Ministry of Agriculture 
The cooperation mechanism for inspection and certification between China and Iran
According to the agreement signed by the Iranian Standards and Industries Organization and the General Administration of Quality Supervision, Inspection and Quarantine of China in 2011: 
It has been implemented since December 1st, 2011.
