Detailed rules for the entire process of inspection, factory verification and certification of ball products such as basketballs, footballs and volleyballs

This document is applicable to the inspection, testing, factory verification and certification work for ball sports such as basketball, football, volleyball and handball. 
I. Certification Model
There are mainly two models: 
Mode A: Type test + Initial factory inspection (factory audit) + Post-certification supervision 
Mode B: Batch Inspection (for a single batch of goods) 
II. Implementation Steps of Mode A (Including Factory Inspection and Certification)
2.1 Certification Application
Unit Division: Products with the same structure and materials are considered as one certification unit; different production sites are regarded as separate units. 
Application documents (at least including): 
Certificate of Legal Business Operations of the Enterprise 
Company introduction, production history, output 
Quality management system documents (basis for factory inspection and audit) 
Product execution standards (national standards, enterprise standards or foreign standards) 
Production process flow chart, indicating key processes and special processes 
List of Main Production Equipment 
Main list of inspection equipment (for inspection) 
Product name, model, picture, manual 
Key purchased components and raw material information (which can be provided during the factory inspection) 
2.2 Type Test (Product Inspection)
Sample: Products that are produced in normal quantities and have passed the factory inspection. 
Sample submission method: The applicant submits the samples or the certification body conducts on-site sampling. 
Testing standards: 
GB/T 22868-2008 "Basketball" 
GB/T 22882-2008 "Volleyball" 
GB/T 22892-2008 "Football" 
GB/T 14625 series of "Test Methods" 
GB/T 19851 Series "Sports Equipment for Primary and Secondary Schools" 
Testing method: Laboratory testing and/or on-site testing. All specified items must be qualified for the test to be considered successful. 
2.3 Initial Factory Audit (Factory Inspection)
Audit Contents: 
Quality Assurance Capability Review: Performed in accordance with the "Product Certification Factory Quality Assurance Capability Requirements", the content includes document control, raw material procurement, production process control, inspection equipment calibration, handling of non-conforming products, etc. 
Product consistency check: Verify whether the identification, shape, process structure, key components/原材料 of the certified product are consistent with those of the type test sample. If necessary, on-site witnessing of the test can be conducted, and the key design data or samples can be sealed. 
Review scope: Covers all processing sites and related activities. 
Review time: Determined based on the quantity of products, complexity, and production scale. 
2.4 Evaluation and Approval of Certification Results
After both the type test and the factory inspection are passed, the certification certificate will be issued. 
Certification time limit: Type testing usually takes 30 working days. The factory inspection report takes 5 working days. The assessment and certificate issuance will not exceed 15 working days. 
2.5 Post-certification Supervision (Continuous Inspection and Factory Audit)
Supervision frequency: Performed in accordance with the general rules for certification. 
Supervision content: Includes the factory's quality assurance capabilities (mandatory items: procurement, process control, inspection equipment, control of non-conforming products, etc.) and product consistency. All provisions are covered every 3 years. 
Sampling inspection: Randomly select qualified products from the factory production line, warehouse or market, and send them to the designated testing institution for inspection. The process will be completed within 30 working days. 
III. Mode B: Batch Inspection Certification (Applicable for single batch inspection)
3.1 Batch Inspection Application
Required documents to be submitted: 
Copy of Business License 
Product execution standards (national/industry standards or contractual agreements) 
Product name, model, production batch number, picture, instruction manual 
Supplier Name, Address 
Application approval quantity 
3.2 Batch Inspection Method
Sampling plan: According to GB/T 2828.1-2003, normal inspection with one-time sampling, AQL = 2.5. 
Inspection requirements: Conduct on-site sampling inspection and make a determination in accordance with national/industry standards or the technical requirements stipulated in the contract. 
3.3 Certification Certificate
This certificate is valid only for this batch. 
IV. Certification Qualifications and Certificate Markings
The maintenance, modification, suspension, restoration, cancellation, and revocation of certification qualifications shall follow the general implementation rules. 
The certification certificates and certification marks shall be implemented in accordance with the relevant provisions. During the inspection process, the validity of the certificates needs to be verified.
