I. Purpose
To clarify the quality acceptance standards for stationery supplies, standardize the inspection procedures, ensure consistency in inspection and judgment criteria, and guarantee that all incoming materials meet quality requirements. II. Scope
This standard specifies the technical requirements, packaging requirements and inspection rules for incoming inspection of stationery products. It is applicable to the incoming inspection of all stationery products of this company and serves as an operational guide for inspectors to make on-site judgments. 
III. Inspection Items and Rules
1. Packaging Inspection
Packaging is the first step in the inspection process and is directly related to the integrity of the product during transportation and storage: 
Check whether the products are packed in boxes as per the stipulated quantity. Mixing of different versions, underpacking or mixed packing are not allowed. The inspector needs to randomly open boxes to verify the quantity to ensure it is consistent with the purchase order. 
When packaging, it is necessary to place lining paper and padding boards to ensure that the products are flat and protected. This is especially important for products that are prone to deformation, such as notebooks and folders. 
Check whether the product has a certificate of conformity, which should include the production date, product name, specification, quantity, manufacturer, production date and shelf life, etc. The information on the certificate of conformity must be consistent with the order requirements and certification documents, and serve as the basis for quality traceability. 
2. Appearance Inspection
The appearance quality directly affects the marketability of the product and is the item with the highest detection rate during inspection. 
Check if the product color or style is correct and the material is accurate. The inspector needs to compare and confirm against the sample or color card. 
The fonts and patterns should be clear and correct, with no misprints, omissions or ink contamination. For products with silk-screen printing or gilding processes, special attention should be paid to the firmness of the printing. 
Check whether the product surface is deformed, damaged, scratched, stained, broken, chipped, cracked, dented, rusted, or has burrs, etc. According to the defect classification standard, obvious appearance problems should be judged as major defects. 
The product has no functional sharp points or edges. This aspect concerns safety. If sharp edges are found, it may constitute a fatal defect and requires special vigilance. 
3. Structural Dimension Inspection
The structural integrity and dimensional accuracy are the foundation of product functionality and also important indicators for evaluating the process capability of suppliers during factory audits. 
Check whether the product structure is firm, well assembled, and free of loose parts. Pay special attention to movable parts, such as the rivets of the file folder, the joints of the stapler, and the hinges of the pencil box. 
Check whether the product's size and model meet the requirements of the purchase application and usage. It is not allowed to exceed the general tolerance range. The inspector should use tools such as calipers and rulers for measurement and record the actual data. 
4. Actual Use Testing
Functional testing is the core link of certification, ensuring that the product can meet the expected usage requirements: 
Check whether the product's usage functions meet the requirements. No situations that affect the actual usage functions are allowed. Common problems include: 
The pen has broken lines and uneven strokes. 
An eraser can't erase pencil marks. 
The stapler cannot staple. 
The pencil case won't close. 
The folder can't hold the files. 
Inspectors should conduct tests by simulating normal usage scenarios and accurately identify functional defects. 
5. Drop Test
Drop testing simulates the accidental impacts during transportation and handling, and is an effective method for evaluating the protective packaging and structural strength of products. 
Drop the product from a height of 36 inches (approximately 91 centimeters) onto a rubber surface five times. 
The drop directions are: front, rear, top, one side, and any other direction. 
Check if the product is damaged. If it is cracked, broken apart or has lost its functionality, it should be judged as unqualified. 
The result of this test should be recorded in the inspection report as the basis for subsequent improvement and certification. 
6. Boundary Oil Test
The boundary oil test is conducted on products with printed or silk-screened surfaces to evaluate the adhesion of the printed layer: 
Place the eraser vertically on the surface of the product where there is silk-screen printing. 
Apply an external force of 1/2 to 1/4 pound (approximately 225 grams to 110 grams) downward. 
Rub 10 times in the same direction at an appropriate length (such as at least 1 inch) without back-and-forth friction. 
Check whether there is any damage or peeling of the printed layer on the product surface. 
This test simulates the contact between the eraser and the printed surface during daily use to ensure that the product maintains its appearance intact in actual use. 
IV. Inspection Rules and Judgement
Sampling plan: The sample size and AQL acceptance level shall be determined in accordance with GB/T 2828.1 (or equivalent international standards). Generally, normal inspection level II is adopted for appearance and size items, and special inspection levels S-2 or S-3 are adopted for function and safety items. 
Defect classification: 
Fatal defects: such as sharp edges, excessive toxic substances, and violations of mandatory regulations, zero tolerance. 
Major defects: such as functional failure, critical dimension deviation, and obvious appearance issues, shall be judged according to the AQL standard. 
Minor defect: Slight cosmetic imperfection that does not affect usage, judged according to AQL standards. 
Judgment Principle: 
All inspection items are qualified. The batch of products is accepted. 
Upon discovery of a fatal defect, the entire batch is directly rejected. 
If the number of major or minor defects exceeds the AQL acceptance level, the entire batch is rejected. 
Unqualified handling: For rejected batches, an "Unqualified Report" must be issued, and the purchasing department, warehouse, and supplier must be notified. The supplier is required to submit corrective measures. Only after the factory's review or re-inspection and confirmation of compliance can the goods be delivered again.
