Iran COC/COI Certification

The Iranian National Standards Organization (INSO) [formerly known as the Institute of Standards and Industrial Research of Iran ISIRI] is the only competent authority in Iran responsible for the formulation and publication of national standards. The organization is an official management agency responsible for policy formulation, effective supervision in the field of standards, guidance of the standards system, and ensuring the quality of goods and services. Goods subject to mandatory standards and regulations exported to Iran must obtain a COC (Certificate of Conformity) issued by the Iranian National Standards Organization (INSO), undergo mandatory legal inspection VOC (Verification of Conformity), and obtain a COI (Certificate of Inspection). Legal inspection products that arrive at Iranian ports but have not obtained this certification will be denied customs clearance and entry. Importers will be required to ship the goods back to the exporter's country, or the relevant agencies will conduct sampling inspections on the goods. The delays caused by this and the related costs incurred will be borne by the importers.

Goods subject to mandatory standards and regulations exported to Iran must obtain a Certificate of Conformity (COC) issued by the Iranian National Standards Organization (INSO), undergo mandatory legal inspection (VOC) (Verification of Conformity), and obtain a COI (Certificate of Inspection).

Products that arrive at Iranian ports but do not have this certification will be denied customs clearance. Importers will be required to ship the goods back to the exporter's country, or have the relevant agencies conduct random inspections on the goods. The delays and related costs caused by this will be borne by the importers.

Export certification type to Iran

Compulsory certification (compulsory legal inspection) - issuing COI certification (Certificate of Inspection)

According to INSO regulations, if the goods imported into Iran are within the scope of mandatory inspection, they must undergo mandatory legal inspection VOC (Verification of Conformity), be tested, inspected, and monitored at the place of export to prove that they meet the standards acceptable to INSO. Only then can they obtain the COI certificate (Certificate of Inspection) issued by INSO and successfully complete customs clearance.

Implementation method (PSI): Samples must be taken from the batch of goods supplied to the Iranian importer and then fully tested item by item according to the standards selected by the buyer and seller and accepted by INSO.

Non-compulsory certification (general commodity inspection) - issue original inspection certificate (Original Inspection Certificate)

For goods that are not on the mandatory inspection list, it is necessary to complete the process in accordance with the agreement between you and the importer (letter of credit and/or pro forma invoice). This certification process can be completed by a third-party inspection company approved by INSO, which will conduct testing, inspection and loading supervision at the export location.

Implementation method (PSI): The products are inspected and tested by sampling from the batch of goods supplied to Iranian importers in accordance with the technical parameters and requirements agreed upon by the buyer and seller.

Note:

  1. The COI certificate is a one-time certificate and is only for a single batch of goods.
  2. We will not issue any form of certification for any goods produced and exported from Israel.
  3. It is a mandatory inspection requirement of the Iranian government to conduct Pre-Shipment Inspection (PSI) at the place of export for goods exported to Iran.
  4. Inspection time

After the goods are 100% produced and 100% packaged. (For ISO factories, this also requires the factory test report to be reviewed and approved)

  1. Location of inspection

A) If the factory has a valid ISO certificate and is qualified to conduct the test, it will be inspected at the factory;

B) Exporters/manufacturers without ISO certificates cannot conduct product inspection and testing in the factory. They need to take samples from the bulk goods and send them to qualified third-party laboratories for testing according to the required standards. They do not need to prepare factory test reports.

COC/VOC/COI certification standards for export to Iran

  • Iranian national standard: ISIRI;
  • International standards: such as CODEX, ITU, IEC, ISO;
  • Standards of the European Union and its member states: such as EN, BSI, DIN, AFNOR, UNI, NNI, IPQ, IBN, etc.;
  • North American standards: ASTM, ASME, ANSI, UL, API, AGI;
  • Japanese Industrial Standard: JIS;
  • Automotive industry OEM (Original Equipment Manufacturer) standards: such as Peugeot, KIAMotors, Nissan, Citroen, Mazda, Daewoo, Santana of Spain, Daimler Chrysler, Hyundai, Volvo, Renault, IVECO and many more.

Note:

  1. The Chinese standard (GB) is not yet accepted by Iran’s ISIRI;
  2. As for the US and Japanese standards, since the civilian voltage in these two countries is 110V, it is not advisable to choose the US and Japanese standards for household appliances;
  3. It is recommended to choose ISO or IEC standards when negotiating and confirming inspection standards with customers. This is because, on the one hand, a considerable part of China's national standards are equivalent to or equivalent to ISO and IEC standards. At the same time, ISO and IEC standards are generally published in Chinese and are easier to purchase; on the other hand, the standards of some countries are difficult to collect, especially the standards of Germany, France, Japan and other countries, which often do not have English versions, so manufacturers cannot provide standard texts, causing many inconveniences in inspection and testing, and even making inspection impossible.
  4. According to INSO regulations, certification certificates such as CE, CCC, etc. obtained by exporters for similar or identical products before inspection have no effect on the mandatory legal inspection itself.

Main inspection contents of COC/VOC/COI certification for export to Iran

  1. Models, specifications and parameters
  2. Appearance quality
  3. Testing of physical and chemical properties, mechanical properties, electrical properties and other indicators (witness testing or sampling and inspection)
  4. quantity
  5. Packaging (form and quantity)
  6. Marks and markings (including origin marks, etc.)
  7. brand
  8. Others: Whether there are any products or prohibited items that do not comply with Iranian laws, regulations, or religious customs.
  9. For full container shipment, container loading supervision should be carried out

Special Tips

  1. Before applying for inspection, the inspection items and requirements (such as physical and chemical indicators, mechanical performance requirements, parameters, packaging requirements, etc.) should be clarified with the customer to avoid disputes in the future due to inconsistencies between inspection results and requirements.
  2. For those who need to issue a COI certificate, you must negotiate with the importer to determine the inspection standard. This is very important. Choosing the wrong product standard may lead to inspection failure, which may cause your goods to be unable to be shipped or the inspection company to be unable to issue a certificate.

Information required for COC/VOC/COI certification for export to Iran

  1. Letter of Credit (L/C), Proforma Invoice (P/I) and importer’s direct customer contact information;
  2. The scope of inspection agreed upon by the buyer and seller at the outset, as well as preliminary information such as the inspection location, packing/shipping location, etc.;
  3. Goods packaging conditions: packaging form and packaging quantity;
  4. Provide bank payment receipt to confirm payment receipt status;
  5. Provide information of the payer/invoice recipient;
  6. Invoice for inspection fees;
  7. Inspection/test reports;
  8. Importer confirmation of inspection/test report;
  9. Duly signed packing list, commercial invoice and ocean bill of lading/air waybill;
  10. Preparation of draft inspection certificates/reports etc. for bank negotiation;
  11. Confirmation of draft inspection certificates/reports etc.

COC/VOC/COI certification process for export to Iran

Step 1

Please provide us or fax us the relevant contents of your L/C (if any), contract, pro forma invoice P/I (must be the P/I specified in the LC) and the standards specified in the LC or P/I (if no specification, no need to provide).

The letter of credit and related documents should clearly indicate the inspection requirements to be followed and the terms for the designated inspection company to issue the certificate.

Especially for goods that must be subject to mandatory inspection, if there are no inspection standards specified in the letter of credit and pro forma invoice, please be sure to confirm directly with the Iranian importer which inspection standard should be used during the inspection process.

Step 2

After receiving the relevant documents from you, we will carefully check the information. If it is confirmed that your product is not within the scope of mandatory inspection, we will ask you to fax us the quality records and test reports related to the product inspection as a reference; if your product is within the scope of mandatory inspection, you must fax us a signed and stamped SD/MD (Seller's/Manufacturer's Declaration) stating that your goods meet the standards accepted by INSO.

At the same time, you are required to provide product certificates that can prove that your product complies with relevant international certifications, such as CE, GS, etc.; or provide any product test report completed by a third party (including laboratories and product certification companies recognized by CNAL), or a product type test report (the test standard must be the standard accepted by ISIRI).

After this, we will provide you with a quote for the inspection.

Step 3

After receiving your quotation confirmation, we will arrange the inspection schedule. The main processes include: inspection, sampling, testing (completed in a laboratory accepted by INSO), and container loading supervision.

After receiving your faxed payment receipt (water receipt), we will start the inspection operation.

Note: Please make sure that your factory or inspection location has sufficient equipment to complete the various tests required for the inspection process. If not, please inform us and your importer before the inspection begins! Please also inform the specific location of the inspection and the export port!

Step 4

After your goods are shipped, please send us your original bill of lading (B/L), invoice (COMMERCIAL INVOICE) and packing list (P/L). We will issue a draft certificate for your confirmation.
