
Uganda PVOC certification
Goods exported to Uganda are subject to the Pre-Export Verification of Conformity (PVoC) scheme implemented by the Uganda Bureau of Standards (UNBS). All goods under the control catalogue must be accompanied by a product certificate of conformity (COC) when they are exported to Uganda for customs clearance to prove that the goods comply with the relevant technical regulations and standards of Uganda.
According to UBOS data, in 2021, the top three countries exporting goods and services to Uganda were China ($1.3 billion), India ($841 million) and Tanzania ($811 million).
Uganda's main imports include machinery, transport equipment, electronic products, second-hand clothing, medicines, food, fuels and chemicals, mainly medicines. As the international prices of fuels and medicines continue to rise, the proportion of these two categories of goods in the total imports continues to increase. Uganda's imports mainly come from Kenya, the United Kingdom, South Africa, Japan, India, the United Arab Emirates, China, the United States, Germany, etc.
Product categories controlled by PVoC for export to Uganda
Products in the prohibited product catalog and exempted product catalog are not subject to control. Products controlled by Uganda's pre-export conformity assessment program include the following categories:
Category 1: Toys
Various cloth toys, various plush toys, various children's amusement equipment, various children's cars, various toy cars, various toy guns, various crayons, various watercolors and modeling clay, plasticine, and paint.
Category 2: Electronic and electrical products

Category 3: Automobiles and accessories
Automobiles and their spare parts, automotive safety glass, wipers, filters, rearview mirrors, tires, wheels, sensors, oil stop cylinders, fuel tanks, brake chambers, mufflers, limit blocks, tension rods, clutch booster cylinders, starters, pressure plates, evaporators, etc.
Category 4: Chemical products
All purified or prepared substances, especially those artificially purified or prepared. This includes all cosmetics, perfumes, water treatment chemicals, fertilizers, pesticides, insecticides, herbicides, fungicides, household chemicals such as soaps and detergents, lighters, matches, candles, petroleum products, oils, fuels, hygiene products, cigarettes, baby bottles, baby products, kitchen utensils, adhesives, paints, chalk, waxes and polishes, etc.
Category 5: Mechanical materials and gas equipment
Includes all items used in engineering, machinery and/or construction. This group covers hardware materials, conduits and fittings, metal products, roofing materials, measuring equipment, building stones, ceramic products, pipes, taps, steel, aluminium and iron products, LPG cylinders, keys and locks, curtain rails and fittings, air compressors, products for building use, etc. Gas appliances including heaters, cookers, gas cylinders, stoves, hurricane lanterns, etc.
Category 6: Textiles, leather, plastic and rubber products
Textiles, various clothing, various fabrics, socks, carpets, blankets, sheets, bedspreads, pillows, pillowcases, leather, leather clothing, leather goods, plastic products, rubber products, etc.
Category 7: Furniture (wooden or metal products)
Various furniture, desks and chairs, tables, stools, sofas, beds, cabinets, etc.
Category 8: Paper and stationery
Printing paper, copy paper, color printing paper, advertising paper, stickers, exercise books, staplers, hole punch binders, binding supplies, binding machines, paper cutters, various pencils, various pens, various paints, various pens, various paintbrushes, various books, various pens, learning supplies, etc.
Category 9: Safety protection equipment
Includes items worn or otherwise used for personal protection. Examples include gloves, car seat belts, shoes, helmets, firefighting equipment, blankets, electronic safety equipment, fire alarms, etc.
Category 10: Food
Various foods, cheese, vegetables, etc.
Uganda PVOC certification application process
1. The exporter submits an application form RFC (Request for Certificate Form) to a third-party certification body authorized by the Ugandan government. And provide product quality documents such as test reports, quality system management certificates, factory quality inspection reports, packing lists, proforma tickets, product photos, packaging photos, etc.
2. The third-party certification body reviews the documents and arranges inspection if the review is passed. The inspection mainly involves on-site inspection of the product's packaging, marks, labels, etc. to see if they comply with Uganda standards.
3. Uganda PVOC customs clearance certificate will be issued after the document review and inspection are passed.

Uganda PVOC inspection requirements
1. Bulk goods are 100% completed and packaged;
2. Product label: manufacturer or exporter/importer information or brand, product name, model, MADE IN CHINA logo;
3. Outer box mark: manufacturer or exporter or importer information or brand, product name, model, quantity, batch number, gross net weight, MADE IN CHINA mark;
4. On-site inspection: The inspector will inspect the product quantity, product labels, box marks and other information on-site and randomly sample the products.
PVOC customs clearance process for goods entering Uganda
Uganda PVoC customs clearance route
1. Route A - Testing, Inspection and Certification
Suitable for products with low export frequency.
Path A means that the products shipped must undergo product testing and on-site inspection at the same time to confirm that the products comply with relevant standards, key requirements or manufacturing specifications.
This certification route applies to all goods exported by traders or manufacturers and to all trading parties.
2. Route B-Product registration, inspection and certification
Applicable to similar products that are exported repeatedly.
Route B provides a fast certification process for products with reasonable and stable quality by registering products with PVoC authorized organizations.
This approach is particularly suitable for suppliers who frequently export similar goods.
3. Route C-Product Registration
Suitable for products that are exported frequently and in large quantities.
Route C is only applicable to manufacturers who can prove that a quality management system is implemented during the manufacturing process. The production procedures and registered products of the product are reviewed by a PVoC authorized agency. This route is particularly suitable for suppliers who frequently export in large quantities.
