
Egypt GOEIC certification
According to the decree of the General Organization of Export & Import Controls (GOEIC), all products imported into Egypt under the control catalogue must be accompanied by a product certificate of conformity (COC) during customs clearance to prove that the imported products comply with relevant Egyptian technical regulations and standards.
Egypt is the third largest economy in Africa, with a per capita GDP of US$11,583. With its growing population, Egypt now has a population of over 100 million, making it one of the largest population markets in the Middle East and North Africa.
According to the decree of the General Organization of Export & Import Controls (GOEIC), all products imported into Egypt under the control catalogue must be accompanied by a product certificate of conformity (COC) during customs clearance to prove that the imported products comply with relevant Egyptian technical regulations and standards.
All GOEIC regulated products without mandatory COC will be rejected by Egyptian customs upon arrival in Egypt. Therefore, exporters must apply for certification in the supplying country to avoid customs clearance delays or product returns.

All the above products must comply with the relevant product requirements, physical properties and chemical safety requirements of Egyptian standards. In addition, the Egyptian Customs and Import and Export Administration has also made some mandatory regulations on the outer packaging labels of export products, and exporters must pay attention to this.
Egypt COC certification application process
Step 1. Submit your application
The supplier (factory, if there are multiple factories, all of them need to apply) entrusts the local importer or agent to submit the application to GOEIC (Egyptian Import and Export Administration).
Step 2. Document review
Step 3. Arrange inspection
Before the goods are exported, the exporter applies to the notary company for inspection and arranges for inspectors to inspect the goods at the designated location.
Step 4. Inspection report evaluation
After the inspection is passed, the exporter submits the final documents to apply for certification.
Step 5. Issue COC certificate
Step 6 The issuing agency uploads the COC certificate to the GOEIC website.
Notice:
The Egyptian Ministry of Finance is fully implementing the ACI system, requiring all sea cargo imported into Egypt to first declare and obtain an ACID number, and the exporter must complete the submission of ACI-related documents (such as invoices, packing lists and draft bills of lading, etc.). The ACID number is required to be noted on the CoI certificate.
The National Unified Window for the Promotion of Foreign Trade (Nafeza) uses the ACI-Egypt Advance Cargo Information system, which was officially launched on October 1, 2021, to forecast cargo information. For all imported goods, the consignee must first forecast the cargo information in the local system to obtain the ACID number and provide it to the shipper.
The ACID number is a 19-digit number that should appear on all documents related to the shipment (including invoices, bills of lading, manifests, etc.). If the ACID number cannot be provided, the goods will be forcibly returned to the port of shipment and fines will be imposed!
Part 1 ACI Process
1. Egyptian importers register on the Egyptian online portal Nafeza and obtain an electronic signature pad from the competent authority to access Nafeza.
2. Before the goods are shipped, the importer must enter the main data of the imported goods into the ACI system. The Egyptian customs authorities will assess the potential risks within 48 hours and automatically transmit a unique identification number (ACID number) if the goods are accepted.
3. 24 hours before the goods leave the export port, the carrier enters the list of goods to be shipped to Egypt on the Nafeza portal, and the data is then automatically verified and the carrier receives a confirmation message.
4. The foreign exporter prepares the data and documents for the shipment (invoice or bill of lading) and sends it on the CargoX transport platform.
5. Egyptian importers approve data and documents and can request pre-clearance.
6. The shipping agent transmits the cargo declaration electronically to the customs through the Nafeza platform no later than 48 hours after the vessel’s arrival.
Part 2: Notes for Chinese Suppliers Exporting to Egypt
Chinese exporters need to complete registration on the CargoX website and cooperate with customers to upload necessary document information. The documents must carry the ACID number given by the Egyptian importer.

Certification of products exported to Egypt
1. NTRA certification
NTRA (including VOC and PVOC) certification for wireless communication products. Starting from 2018, some goods require national safety review and NTRA approval. The specific restricted items are as follows: "Play Station / XBOX equipment, VGA cards for PC, play station and XBOX, car keys with remote control, electronic boards for personal use", etc. Some wired products also need this certification.
2. GOEIC certification
Other products are products controlled by Egypt GOEIC.
3. Halal certificate certification
On August 15, 2022, the Egyptian Food Safety Authority issued notification G/TBT/N/EGY/313/Add.3, clarifying the requirements for halal certificates to be attached to imported meat, poultry and their products, milk and dairy products, mainly including the HS items involved, halal certificate certification procedures and labeling requirements, as follows:
1) HS codes of products requiring halal certificates: 1- Meat, poultry and their products: HS headings: 0201-0202-0204-0206 (except pigs, horses, donkeys, mules or mules) – 0207-0208 (excluding 0208.30, 0208.40, 0208.50) – 0209.90-0210 (except 0210.11, 0210.12, 0210.19, 0210.91, 0210.92, 0210.93), -1601-1602 (except 1602.41, 1602.42, 1602.49, and 1602.9 blood products of any animal). 2- Milk and milk products: HS code: 0401-0402-0403-0404-0405-0406;
2) Halal certification and labeling requirements for imported meat, poultry and their products, milk and dairy products:
① Issuance of Halal Certificate: The procedures applicable to the slaughterhouses and factories/facilities that export the said products to Egypt: The slaughterhouses and factories/facilities that export to Egypt need to be certified and registered with IS EG Halal (currently a certification body approved by GOVS). The slaughterhouses and factories/facilities can be registered through the IS EG Halal website (www.iseghalal.com) after filling in the application form and uploading the required documents for registration. IS EG Halal reviews the uploaded documents. If the documents are complete, they are forwarded to the company's technical and religious officials to review and evaluate the documents, and then a date is determined for an audit visit to the factory. The audit visit reviews all technical procedures applied by the slaughterhouse and facility/factory. After completing the registration procedure, IS EG Halal Company sends the director of the agency to supervise the production process until shipment to ensure that the production process audit report is consistent with the shipment documents, and a certificate certifying that the product is halal will be issued accordingly.
② Halal label requirements: It should contain the IS EG Halal logo and the words "under supervision of IS EG Halal" in Arabic and English. The label should be printed or affixed to the outer packaging and retail packaging in the form of a non-detachable sticker.
