
Saudi Arabia SASO Certification
The Kingdom of Saudi Arabia requires that all consignments of products covered by Saudi Arabian Standards Organization - SASO technical regulations exported to the country be accompanied by a product certificate and each consignment should be accompanied by a batch certificate. These certificates certify that the products comply with the applicable standards and technical regulations.
The Kingdom of Saudi Arabia requires that all cosmetic and food products exported to the country comply with the Saudi Food and Drug Authority (SFDA) technical regulations and GSO/SASO standards.
Saudi Arabia is located on the Arabian Peninsula in southwestern Asia, bordering Jordan, Iraq, Kuwait, Qatar, Bahrain, the United Arab Emirates, Oman, and Yemen. In 2022, Saudi Arabia's top ten import commodities included machinery (computers, optical readers, faucets, valves, air conditioners, centrifuges, filters, purifiers, liquid pumps and elevators, moving/leveling/scraping/drilling machinery, piston engines, turbojets, mechanical parts), vehicles, electrical equipment, mineral fuels, pharmaceuticals, precious metals, steel, ships, plastic products, and optical/technical/medical products.
China is Saudi Arabia's largest importer, accounting for 20% of Saudi Arabia's total imports. The main imported products include electromechanical products, daily necessities, textiles, etc.
Saudi Arabia SASO
According to the latest requirements of the Saudi Product Safety Program (SALEEM) proposed by the Saudi Arabian Standards, Metrology and Quality Organization (SASO), all goods, including those already covered by Saudi technical regulations and those not yet covered by Saudi technical regulations, need to submit applications through the SABER system and obtain a Product Certificate of Conformity (PCoC) and a Batch Certificate (SC) when exported to Saudi Arabia.
When applying through the SABER system, the basic information that needs to be submitted is as follows:

Special regulations for customs clearance of various categories of goods exported to Saudi Arabia
01 Customs clearance of cosmetics and food products exported to Saudi Arabia
The Kingdom of Saudi Arabia requires that all cosmetics and food products exported to the country must comply with the technical regulations of the Saudi Food and Drug Administration (SFDA) and GSO/SASO standards.
SFDA product conformity certification COC program includes the following services:
1. Technical evaluation of the document
2. Pre-shipment inspection and sampling
3. Testing and analysis in approved laboratories (for each batch of goods)
4. Comprehensively assess compliance with regulations and standards
5. Label review based on SFDA requirements
6. Container loading and sealing
7. Issue product conformity certificate
02 Requirements for import customs clearance documents for mobile phones, mobile phone parts and accessories
The following import clearance documents are required for exporting mobile phones, mobile phone parts and accessories to Saudi Arabia, regardless of the quantity:
1. Original commercial invoice issued by the Chamber of Commerce
2. Certificate of origin certified by the Chamber of Commerce
3. SASO certificate (Saudi Arabia Standards Organization certification):
Failure to provide the above documents before the arrival of the goods will result in delays in import customs clearance and there is a risk that the goods will be returned to the sender by customs.
03 The latest regulations prohibiting the import of auto parts
Saudi Arabia Customs has banned the import of all used (old) auto parts into Saudi Arabia since November 30, 2011, except for the following cases:
- Refurbished Engines
- Refurbished gear machinery
- Refurbished vehicle shell
All refurbished auto parts must be printed with the word "RENEWED" and cannot be coated with oil or grease, and must be packed in wooden boxes. In addition, all used home appliances are also prohibited from being imported into Saudi Arabia except for personal use.
Saudi Arabia Customs implemented new rules on May 16, 2011. In addition to the SASO certification, all brake parts must also have an "asbestos-free" certification. Samples without this certificate will be transferred to the laboratory for testing upon arrival, which may cause customs clearance delays.
04 Paper towel rolls, manhole covers, polyester fibers, and curtains imported into Saudi Arabia must submit an approved importer declaration form
From July 31, 2022, the Saudi Standards and Metrology Organization (SASO) will implement mandatory requirements to submit an importer declaration form approved by the Saudi Ministry of Industry and Mineral Resources before issuing Shipment Certificates of Conformity (S-CoCs) for shipments containing the following regulated products:
•Paper towel rolls

• Curtains (blinds)
(Saudi Arabia Customs Tariff Code-730890900002)
The importer's declaration approved by the Saudi Ministry of Industry and Mineral Resources will contain a system-generated barcode.
05 New regulations on the import of medical equipment into Saudi Arabia
The receiving company must hold a Medical Device Company License (MDEL), and private individuals are not allowed to import medical equipment. Before sending medical equipment or similar items to Saudi Arabia, the recipient must use the company license to apply for entry permit from the Saudi Food and Drug Administration (SFDA), and at the same time provide the SFDA-approved documents to the TNT Saudi customs clearance team for customs clearance procedures.
The following information must be reflected in customs clearance:
1) Valid importer license number
2) Valid equipment registration number/approval number
3) Commodity (HS) code
4) Product code
5) Import quantity
06 Mobile phones, laptops, coffee machines and other 22 kinds of electronic and electrical products are required to obtain SASO IECEE RC certification
SASO IECEE RC certification basic process:
-Products complete CB test report and CB certificate;
- Submit the test report and application materials (such as Arabic instructions/Arabic labels, etc.) in the SASO online certification system;
-SASO reviews the documents in the system and issues the certificate.
SASO IECEE RC certification basic process:
There are currently 22 categories of products that are regulated by SASO IECEE RC, of which Electrical pumps (5HP and below), Coffee makers, Electrical Oil Fryers, Electrical Cables, Video games and accessories, and Electric water kettles are newly added to the mandatory certification list of SASO IECEE RC certification from July 1, 2021.
