
Kuwait KUCAS certification
The Kuwait Industrial Authority (PAI) has implemented the KUCAS (Kuwait Conformity Assurance Scheme) since 2006 to confirm that imported regulated products comply with relevant regulations. The PAI checks whether imported regulated products and local products comply with Kuwait's technical regulations in accordance with the requirements of the KUCAS plan.
TIR and TER certificates are necessary documents to ensure smooth customs clearance of products in Kuwait.
All imported goods containing controlled products must be accompanied by a Technical Inspection Report (TIR) and a Technical Evaluation Report (TER). All controlled products must obtain a Certificate of Conformity (CoC) issued by an authorized agency of PAI before entering Kuwait in order to pass customs smoothly.
TER certificate: ensures that the product complies with the relevant technical regulations of Kuwait and meets the recognized international/regional/national standards.
TIR certificate: ensures that the product complies with Kuwait's import regulations.

Export to Kuwait KUCAS certification application process
There are two ways to obtain a CoC customs clearance certificate, depending on your own situation. However, in order to reduce export risks, most customers choose to apply for it in the exporting country.
1. Application in the country of destination:
Simple process: sampling test at the port → inspection → (if necessary: apply for TEC certificate) → apply for CoC customs clearance.
After the products arrive at the Kuwait port, the Kuwait Industrial Authority PAI will conduct a full test on the samples at the port. After the test is completed, PAI will conduct a technical inspection on the products. PAI will review the test report and inspection report, and issue a Certificate of Conformity (CoC) for customs clearance if they fully meet the requirements.
Note: For situations with high shipment frequency, you can apply for a Technical Evaluation Certificate (TEC) from PAI based on the test report. The certificate is valid for 2 years after the test report is issued, based on the test report. During the validity period of the certificate, you do not need to submit a test report for each shipment, you only need to issue a TEC certificate.
2. Application by the exporting country:
Simple process: sampling test at the port → inspection → (if necessary: apply for TEC certificate) → apply for CoC customs clearance
In the exporting country, the product is tested in a qualified laboratory. After the test is completed, apply for pre-shipment inspection PSI from a qualified inspection agency and obtain a technical inspection report TIR (Technical Inspection Report). PAI reviews the test report and TIR inspection report, and if they fully meet the requirements, it will issue a certificate of conformity (CoC) for customs clearance.
Note: For situations with high shipment frequency, customers can apply for a Technical Evaluation Report TER (Technical Evaluation Report) certificate based on the test report. The validity period of the TER certificate is based on the test report, generally 3 years for CB reports and 2 years for other IEC reports. During the validity period of the TER, there is no need to submit a test report for each shipment, only the TER is required.
Application documents for export to Kuwait KUCAS certification
1. To apply for a TER certificate (Technical Evaluation Report), the required information is as follows:
1.1 TER application form. Blank application form is provided by KUCAS authorized issuing agency
1.2 Product test report (English report in accordance with international standards issued by a CNAS qualified laboratory)

1.4 QMS certificate (ISO9001)
1.5 Product English name, customs code, pictures and technical parameters
2. After obtaining the TER certificate, you need to apply for a TIR certificate (Technical Inspection Report) before each shipment
2.1 TIR application form. Blank application form is provided by KUCAS authorized issuing agency

The TIR certificate is used for customs clearance in Kuwait. Please provide the following information and documents before shipment so that we can arrange inspection and certification.
In addition to submitting the above information, TIR also needs to arrange for cargo inspection. The following are Kuwait's inspection requirements:
1. The origin label "Made in China" must appear on the product, inner packaging, and outer packaging. At the same time, "Made in China" must be engraved or printed (cannot be erased), stickers are not accepted, and it is required on each product and packaging.
2. The product manual must be in Arabic
3. Mandatory frequency: 50 HZ; Applicable voltage: 230 V, 240 V
4. Special requirements for plugs and sockets: Must be British triangular plugs and sockets (BS1363)
5. Electrical and electronic products need to display voltage and frequency on product labels
